Story background.
Okay, this is a comprehensive rundown of the facts. The year is 2102. After Code Veronica, Wesker rose to prominence as an “executive consultant”, leading the rest of the world around by the nose without its knowledge. Some time around 2025, when he had a bit more spare time, Wesker sought out his former colleagues in STARS, who were at that time underground “terrorists”, as well as anyone else who had crossed him, and rubbed them out (methods to be decided with anyone who wants to play the canon characters). From then, he worked tirelessly to bring the world under his control.
The world is now divided up into three separate larger areas, each one governed by a separate corporate body, none of which are on friendly terms. Wesker largely works with the Umbrella Corporation, in North America, Europe and most of Russia. This is the area we are concerned with. Every country under Wesker’s purview goes through various rises and declines in prosperity. At current, the US is a shithole, plagued by zombies, crime, disease, economic depression and constant “bio-terror attacks”. Some areas are still safe and prosperous, but the general trend is towards poverty and danger roaming the streets.
Though there is still a government in America, Umbrella controls most of the activities going on in each. Public facilities are a thing of the past, only private hospitals, schools and workplaces still exist. America is divided into districts, each district is governed by an Umbrella administrator called a Provost. Each district is further divided into Sections, arranged around major population centres, which are governed by Section Chiefs.
Some cities are now empty of life, and people eschew the countryside (now called the Wastelands) in favour of the cities, which are largely considered safer. There are still some communes that live in isolated compounds, however, and fair relatively well, unless a paranoid Umbrella executive decides they might be a threat to his domain.
Technology is at an advanced level, but mostly only Umbrella facilities have access to it. Even computers are not available for the ordinary people to have in their homes (in some places even electricity is a luxury).
