Strengths: Casey Ryan has learned well how to track a person over rough terrain and through urban areas while maintaining a certain level of diplomacy that can help ensure people will be willing to cooperate with him should be require their services. Being a United States Marshal largely in charge of apprehending wanted fugitives; Ryan has had to become well versed in the use of a variety of weapons commonly found in and around the United States as well as becoming well versed in many aspects of hand-to-hand combat. Casey is strong with a height advantage over most he faces, but his size also makes him a bigger target. He has good general knowledge of the various freaks and mutations that can be found in the wastelands of the modern United States, and a strong instinct for whether running or fighting is the best course of action. With no augmentations or specialist training to speak of, Casey is a human often faced with inhuman enemies in the execution of his duties, and so can often seem quite outmatched.

Over the years, especially since joining the Marshal's service, this has broadened into a general belief in justice and he is mortally offended by the state of living he has seen in most parts of the country. Being one of few people who have moved between rich and poor areas in the US, he is able to easily draw the distinction between how people live on both sides of the divide.
Over the years, he has grown to adopt the attitude that the ends do not always justify the means. As such, he has occasionally reneged on his orders to hunt down fugitives if he finds them to be not as guilty as first thought, often through reporting them to have eluded him. He has come to learn just how hard it can be to do the right thing, especially in a country that has largely sold out to corporate interests, and will make the choice that he feels will let him look in the mirror at the end of the day as often as he can. Background: Casey was born to a poor family in a poor neighbourhood. His mother, father, three brothers and two sisters eked out a living any way they could. Though Casey's parents wanted the best for their children, a life of petty crime was often the only option for them. Casey was a thief from a young age, and he and his siblings terrorised their neighbourhood. This came to a head when one of Casey's brothers was shot by a corporate security guard when they were caught trespassing on Company property.
Eager to find better work, Casey went hunting for the honest jobs that even the desperate didn't take. He joined the Marshal's service at GS-13 level pay and earned the title of Inspector. The majority of his money went to his family, and he lived from grant to grant, using his slush fund from the service that was intended to aid his manhunts to keep himself alive. He travelled far and wide and not always with the luxury of a bed.
A great many of Casey's fugitives would turn out to be corporate criminals, people fleeing the Company's law rather than the government's law. He came to see these people for who they were - victims. So while he snagged the occasional embezzler or traitor, he was more likely to drag his feet looking for the people who, in his mind, had done nothing wrong.
Casey hasn't seen his family in many years and, due to his constant travelling, has had little contact with them. As far as he is aware, the government is still making the majority of his pay available to them, while he hunts on the other side of the country.
Personal Effects: Casey's only real personal item is his battered Marshal's badge. He wears it on a chain around his neck. The chain is threaded through a bullet hole in the top of the badge. A second badge in better condition is located in his credentials case in his pocket.
